L’Osservatorio sui Diritti dei Minori è un Comitato Scientifico costituito a Milano e registrato con Atto Notarile il 18 giugno 2001 per volontà di un gruppo di tecnici – sociologi, psicologi, neuropsichiatri infantili, operatori degli Uffici Minori della Polizia di Stato, scienziati dell’educazione, legali esperti in diritto minorile, vigilatrici d’infanzia e altre figure specialistiche – con l’obiettivo di studiare e approfondire le problematiche relative alla tutela dei diritti dei minori attraverso l’indagine della realtà psicosociale e legale della sfera minorile, la sensibilizzazione dei mezzi d’informazione e delle Istituzioni e la promozione di iniziative volte alla risoluzione delle esigenze emerse e al miglioramento della qualità di vita di bambini e adolescenti.
Nel corso degli anni l’Osservatorio ha collaborato attivamente con le Istituzioni nella lotta alla pedofilia, alla pedopornografia e alle altre fenomenologie che minano il benessere dei soggetti in età evolutiva, riconosciuto come diritto fondamentale. Ha inoltre ricoperto un ruolo di fondamentale importanza all’interno della Commissione per il riassetto del sistema radiotelevisivo del Ministero delle Comunicazioni, preposta alla stesura del “Codice di autoregolamentazione Tv e Minori”, ratificato il 29 novembre 2002 e recepito dalla legge per il riordino dell’assetto radiotelevisivo; della Commissione ministeriale incaricata di redigere il Contratto di Servizio tra il Ministero delle Comunicazioni e Rai – Radiotelevisione Italiana, promulgato il 23 gennaio 2003 dal Presidente della Repubblica Carlo Azeglio Ciampi; e della Commissione ministeriale (Comunicazioni – Innovazione Tecnologica) che ha redatto il Codice Internet & Minori, siglato il 19 novembre 2003.
Tra le iniziative promosse nel tempo si distingue anche la Scuola online permanente di Educazione ai Media, patrocinata dal Ministero delle Comunicazioni, che ha contribuito a rendere l’Osservatorio uno degli organismi maggiormente accreditati in materia di Media Education.
Premiato dal Comune di Milano con l’Ambrogino d’Oro 2011 – Attestato di Benemerenza Civica, il 2 giugno 2014 il Capo dello Stato, Giorgio Napolitano, ha conferito al presidente dell’Osservatorio, prof. Antonio Marziale, l’onorificenza di Cavaliere dell’Ordine “Al Merito della Repubblica Italiana”, riconoscimento di alto valore istituzionale.
Dall’aprile 2016 al giugno 2020 lo stesso ha ricoperto l’incarico di Garante per l’Infanzia e l’Adolescenza della Regione Calabria e, dal dicembre 2022, è stato rieletto dal Consiglio Regionale per un secondo mandato, conclusosi nel novembre 2025.

The Observatory on Children’s Rights is a Scientific Committee established in Milan and registered by Notarial Deed on June 18, 2001, at the behest of a group of experts—sociologists, psychologists, child neuropsychiatrists, operators from the State Police’s Juvenile Offices, education scientists, legal experts in juvenile law, childcare workers, and other specialists—with the aim of studying and exploring issues related to the protection of children’s rights through the investigation of the psychosocial and legal reality of the juvenile sphere, raising awareness among the media and institutions, and promoting initiatives aimed at resolving emerging needs and improving the quality of life of children and adolescents.
Over the years, the Observatory has actively collaborated with institutions in the fight against pedophilia, child pornography, and other phenomena that undermine the well-being of children and adolescents, recognized as a fundamental right. It has also played a key role within the Commission for the Reorganization of the Radio and Television System of the Ministry of Communications, responsible for drafting the “Code of Self-Regulation for Television and Minors,” ratified on November 29, 2002, and incorporated into the law for the reorganization of the radio and television system; the Ministerial Commission responsible for drafting the Service Contract between the Ministry of Communications and Rai – Radiotelevisione Italiana, promulgated on January 23, 2003, by the President of the Republic, Carlo Azeglio Ciampi; and the Ministerial Commission (Communications – Technological Innovation) which drafted the Internet & Minors Code, signed on November 19, 2003.
Among the initiatives promoted over time, the permanent online School of Media Education, sponsored by the Ministry of Communications, stands out and has contributed to making the Observatory one of the most accredited bodies in the field of Media Education.
Awarded the Ambrogino d’Oro 2011 – Certificate of Civic Merit by the Municipality of Milan, on June 2, 2014, the Head of State, Giorgio Napolitano, conferred on the president of the Observatory, Prof. Antonio Marziale, the honor of Knight of the Order “Al Merito della Repubblica Italiana” (Merit of the Italian Republic), a recognition of high institutional value.
From April 2016 to June 2020, he held the position of Ombudsman for Children and Adolescents of the Calabria Region and, in December 2022, he was re-elected by the Regional Council for a second term, which ended in November 2025.
